New Competences of Customs in Road Transportations
Law Amending the Law on Road Transport, which entered into force on 21st of April 2010, brings news for the Customs as a supervisory authority.
According to this new law, the Customs of the entire territory of the Republic of Slovenia, which includes border crossings and inland (mobile units), must verify whether the foreign airlines and the Community carriers have all the required road transport permits, licenses and other obligatory documents. When the Customs officers stop the cargo vehicle, they can themselves conduct a comprehensive inspection of goods, fuel and permits. The latter has so far been verified only by the national Transport Inspectorate.
Companies, which receive and dispatch the goods, are required to ascertain whether the carrier’s permit is appropriate and correctly completed before loading or unloading the goods. If it is appropriate and correct, the company verifies it with a seal, date and signature. If the carrier does not have the appropriate permit, the company has to inform the competent customs office. The customs office imposes a penalty on a carrier, approves the unloading of goods and issues a special permit to leave the country. When the driver of a foreign carrier or the Community carrier does not correctly fill in the Permit for the international carriage of goods or passengers by road, he is also imposed a fine.
